Knowledge is constantly generated through training, research and experience. With our total knowledge estimated to be doubling every 7 years, we question how effectively it is being managed to ensure that end-users are aware of, can rapidly access and are able to challenge and test this knowledge as it applies to their needs. How do users want and need knowledge – and are our current delivery mechanisms effectively meeting this need? This can be answered by questioning our organization; do we have Knowledge Management System?
Knowledge Management (KM) is the systematic management of an organization’s knowledge assets for the purpose of creating value and meeting tactical & strategic requirements; it consists of the initiatives, processes, strategies, and systems that sustain and enhance the storage, assessment, sharing, refinement, and creation of knowledge.KM is the right mix of People, Technology and Process.
Document Management (DMS)
Document Management System (DMS) is a solution or tools, or methods used to capture, manage, store, preserve, deliver and dispose of ‘Documents’ across the organization. In this context ‘Documents’ are any knowledge products including office documents, project documents, Guidelines, Training documents, manuals, images, graphics, Maps, etc … as well as the new electronic objects such as Web pages, email, instant messages, and video. DMS sometimes called the low hanging fruit of KM, as it mainly focuses on the technology part of the KM

Purpose of the web portal
Small and Micro Irrigation Support Project (SMIS), the five year project working on SSI with the government of Ethiopia, has been working extensively in introducing the Knowledge Management (KM) concepts and working in developing Document Management System (DMS) for the bureaus targeted by the project to improve the knowledge/document management cultures. In the life time of the project SMIS has provided ICT infrastructure of the DMS, The DMS software and different technical capacities and user-level capacities through trainings and Job embedded supports (JES). The target bureaus are Small Scale Irrigation Directorate (SSID federal), Oromia irrigation Development Authority (OIDA), Irrigation Scheme Development Administration Agency (ISDAA SNNP), Tigray Water Bureau (BoW) and Amhara Bureau of Agriculture (BoA).
The objective of the this website is to serve as the knowledge products portal for the Manuals, Guidelines, publications, Training documents (including audio, video materials) on the SSI to be accessed and used by the wider audience and also it gives a brief insight the current projects working on the SSI sector. This KM portal also links to the five DMS solution implemented on the five targeted government bureaus
